In order to travel on the express roads, highways and national roads in Romania, it is necessary to purchase a Romanian vignette. This is the highway toll in Romania.
Rovinieta is mandatory for the following types of roads:
- Express roads
- European National Roads (E)
- Highways
- Main national roads
- Secondary national roads
However, there are exceptions to the payment of damages, such as:
- Vehicles with provisional numbers
- Cars in the service of the state or ministries
- Disabled people using adapted vehicles and their carers can benefit from a free toll
Also, no toll is required for county roads, communal roads and passing through municipalities on national roads.
Romanian vignette at sales points
There are several physical locations in Romania where you can purchase the Romanian vignette, even if they have switched to the electronic method without a sticker on the windshield.
Here are some of the physical locations where you can purchase the Romanian vignette:
- National Highways and National Roads Company;
- Romanian post;
- Banca Transilvania;
- Gas stations (MOL, Lukoil, OMV, Rompetrol).
Depending on your legal status, certain documents will be required to obtain the Romanian vignette.
For individual persons, you will need the following documents:
- The registration certificate (pass) or the vehicle’s identity card;
- Customs documents for temporarily registered vehicles.
For legal entities, the necessary documents are the following:
- The vehicle’s registration certificate or identity card, together with a copy signed and stamped by the director, stating “in accordance with the original”;
- Customs documents for temporarily registered vehicles;
- The identity card of the payer.

There are several options you can choose from when buying a Romanian vignette. We will present two of them and you can decide which one is best for you.
Option 1: Vignette Romania online
- Access the official website of Romanian vignette available here or here or Tollster app;
- Fill in the following information: the start date of the validity of the vignette, the type of vehicle, the vehicle’s registration number and the chassis series on the car’s identity card.
- You follow the indicated steps to complete the payment and receive the receipt in electronic format.
Option 2: Romanian vignette with a SMS
- Text the vehicle’s registration number and category to the phone number 7500 (eg “B00ABC B”).
- You receive a reply that tells you the details of the wreck, such as the category of the vehicle, the validity period and the total cost of the wreck.
- Confirm the purchase of the sticker by sending a simple message with “YES” to the same phone number.
- You will receive a reply confirming the issue of the voucher and containing its details, as well as a link to the official website to check its validity.
It is important to note that the voucher purchased via SMS is valid for 7 days for categories A and B and only one day for categories C, D, E, F, G and H.
Romanian vignette price
The scrap fee is paid according to the category of the car. The categories for vehicles under 3.5 T are as follows:
Category A: Cars: This category includes ordinary cars, except for temporarily registered cars and cars used for commercial purposes.
Category B: Goods vehicles with a maximum gross vehicle weight of up to 3.5 tonnes: This includes goods vehicles with a maximum gross vehicle weight of up to 3.5 tonnes, such as vans and small commercial vehicles.

Fine for Romanian vignette
For vehicles under 3.5 T, the fine is:
- Category A: 250 – 500 lei
- Category B: 750 – 1200 lei
To pay the fine physically as a individual person, you have the following options:
- Authorized credit institutions with which there are concluded agreements.
- Cashiers of local public administration authorities.
- The cashiers of other authorized public institutions.
To pay the fine physically as a legal entity, you have the following options:
- Authorized credit institutions with which there are concluded agreements.
- State Treasury units.
For online payment, you can use the www.ghiseul.ro platform for individuals, and for legal entities, you can use the IBAN account provided by ANAF.
After making the payment, you must send to CESTRIN copies of the documents certifying the payment of the fine. This can be done by mail at Bd. Iuliu Maniu, no. 401 A, Sector 6, Bucharest, by direct delivery to the mentioned office, by fax to the number 021 315 15 84 or by email to the address info.rovinieta@cestrin.ro.
It is important to be aware that the main roads are equipped with cameras that record the vehicle’s registration number and send the fine within 30 days. If you pass through several such rooms and have not paid the corresponding fine, you risk receiving multiple fines.
Vehicles over 3.5 T
Romanian vignette price

Category D: Goods transport vehicles with a maximum gross mass of up to 12 tonnes and passenger vehicles with more than 23 seats (including the driver): This includes large goods trucks and buses with a large passenger capacity .
Category E: Goods transport vehicles with a maximum gross mass of at least 12 tonnes and with at least 3 axles: This category includes large and heavy goods trucks with at least 3 axles.
Category F: Goods transport vehicles with a maximum gross mass of at least 12 tonnes and with a minimum of 4 axles: This refers to large and heavy goods trucks with a minimum of 4 axles.
Category G: Passenger vehicles with between 9 and 23 seats: This category includes minibuses and coaches of medium passenger capacity.
Category H: Passenger vehicles with more than 23 seats: This includes buses and coaches with large passenger capacity.
